I’m considering buying a second hand PS4 SLIM that it’s stuck on black screen after the PS logo, but is not turning off by itself (blue light). The PS4 goes into safe mode, but the reset/update/anything do not do anything on the PS4. As soon as you do it, it comes again into black screen with blue light after the PS LOGO. but still on. I readed in some forums that people with the same symptoms on their PS4 were caused by the hard drive unit. what do you think? Can we eliminate of the scheme ·“the big common problems”

It’s either a bad hard drive or APU has gone bad. Let’s hope it’s just a bad hard drive. That is relatively cheap and easy to replace.
