I’ve tested multiple graphics cards, and the pc still won’t send a display. I recently put new thermal paste on the processor but it was non-conductive and didn’t spill.

Have you cleared the Cmos? Is there an aux power connector on your card? Is there a built in monitor connection on your Mobo? Are the cable or pins damaged? If you do get a signal from the built in restart, go into your BIOS and change the display setting to PCI-e, ( if you have another monitor) plug it into your graphix card ,hit save and restart. Shut down comp. Swap monitor cable from mobo to card. Restart.
