I have an iphone 5 that is icloud locked but I have the original owners email address how do I get them to remove it?

Ask the owner that locked it. Of course they may want it returned to them as there is a reason it was locked (usually theft).

I don’t have an iPhone with iOs 10 at hand and settings in iOs 11 have been modified, thus I can’t guide you in minor steps. However, you have to enter in Settings and look for the “Find my iPhone” field and remove the function. You’ll be prompted by the request of email and password, make sure you’re connected to wifi or phone data. Once that step is done go to Settings/General, look for restore field and choose restore all data and settings. You’ll be prompted again to enter email and password. Once you’ve provided data, phone will reboot, will be restored to factory settings and wiped clean, then you are ready to go.
